The PMI is delighted to welcome Paul Reid back to the PMI to give our members an update on:
- where the HSE is versus plan

- what the next 12 months holds
There will also be an opportunity for attendees to pose questions directly.
We had initially hoped to hold this event in the Clarion Liffey Valley. However, with many of our member companies still working remotely, we have taken the decision to hold this event online over our webinar platform for the safety and comfort of all our members and guests.
Paul Reid, Chief Executive Officer – HSE
Paul has led large organisations in the private, not for profit, central and local Government sectors. In May 2019 he was appointed as Chief Executive Officer of the Health Service Executive. Paul has the privilege of leading over 117,000 dedicated staff who deliver a wide range of health services across Ireland. Paul is a passionate public servant whose vision for the health service is to focus on long term planning by implementing Sláintecare and delivering effective and safe services within available resources.
From 2014 to 2019 he was Chief Executive of Fingal County Council, one of the largest Local Authorities in the state. Under his leadership, Fingal was the leading local authority in terms of social and private housing development. It also led the way in terms of attracting Foreign Direct Investment and job creation across all sectors, through active land management and working with National State Agencies.
Between 2011 and 2014, Paul worked as the Chief Operations Officer in the Department of Public Expenditure & Reform. He was responsible for leading a whole set of reforms across the public service. In this role he negotiated the Haddington Road Agreement, with the 26 Public Service Trade Unions, to reduce the public service pay bill by €1BN.
From 2010 to 2011, Paul worked as Head of Corporate Affairs with Trócaire, the Irish International Aid Agency. Whilst there, he worked on an agenda to strengthen the overall governance of the organisation and on the implementation of best practice in HR, Finance, Risk Management and Communications.
Paul’s previous career was as the Executive Director of Networks & Operations with Eircom, the leading Irish telecommunications organisation. He carried out a number of other roles within Eircom in Sales, Marketing and Contact Centre Management.
Paul holds a Masters in Business Administration from Trinity College and a BA in Human Resources and Industrial Relations from the National College Ireland.

Our sponsor AXIS Consulting will present key findings from research the team have recently conducted on the ‘In-between timelines’ of the NCPE Assessment process on submitted HTAs.
Over the past two years AXIS has assessed the timelines in between the NCPE published submission dates to ascertain the average period of time involved in the process and whether that differs for particular medicines such as Cancer medicines. The findings will be helpful to all in understanding the time the various components of the process take and will be very useful information for companies in their HTA submissions.

Brenda holds a BA (Hons) in Business, a Diploma (Hons) in Financial Management and a MSc (Hons) in Health Economics. A member of Ireland’s Institute of Directors, Brenda is also a member of the National University of Ireland, Galway’s Investment committee having previously been a member of the University’s Risk & Audit committee.
Cillian Copeland, HTA Manager – Axis Consulting
Cillian is a HTA Manager who joined AXIS in 2019. In this role, Cillian supports clients with economic and budget impact model recalibrations and the development of HTA dossiers. Coming from a research background in mathematics and statistics, Cillian is particularly interested in economic modelling and the important quantitative requirements associated with HTAs. Cillian believes that a focus on teamwork and providing a bespoke service to each client allows for a flexible and multi-disciplinary approach to each reimbursement application, drawing on the unique skill sets of each member of the AXIS team. Cillian holds a BSc (Hons) in Economics and Finance from University College Dublin (UCD), an MSc in Mathematics and Statistics from UCD as well as an MSc in Health Economics from Erasmus Universiteit Rotterdam.
